Any radiological incident must be notified to ARSN within regulatory deadlines. A prompt declaration helps protect exposed persons and prevents the situation from worsening.
Any ARSN authorisation holder is required to declare any significant event affecting the safety or security of their facility.
Dose received by a worker or member of the public exceeding authorised regulatory limits.
Loss, theft or unexplained disappearance of a radioactive source or equipment containing radioactive materials.
Incident occurring during transport of radioactive materials: collision, overturning, container leak.
Contamination of persons, premises or the environment by radioactive materials outside authorised areas.
Breakdown or failure of radiological equipment that could compromise personal safety (generator, radiation detector).
Finding of a significant deviation from authorisation conditions or regulatory requirements.
ARSN classifies each declared incident according to 4 increasing severity levels. This classification determines the measures to be taken and the applicable notification procedure.
Minor deviation with no direct safety impact. Internal management possible with documentary declaration to ARSN within 30 days.
Incident with limited safety impact. Notification to ARSN within 72 hours. Analysis report required within 30 days.
Serious incident with confirmed exposure or contamination. Immediate notification (< 24h). Emergency measures. Complete investigation report.
Accident with impact on persons or the environment. Immediate telephone notification. Activation of the national emergency plan. IAEA notification.
Follow this procedure immediately after the occurrence or discovery of a significant radiological event.
Before any declaration, take immediate protective measures: evacuate exposed persons, secure the area, call emergency services if necessary.
Contact the ARSN line for the initial oral notification. Provide: your identity, the establishment, the nature of the event, persons involved, measures taken.
Complete the official incident declaration form (FI-01) and transmit it to ARSN. Attach all available documents: photos, measurements, testimonies.
Carry out an analysis of the incident causes and submit a complete report to ARSN: circumstances, causes, dosimetric impact, corrective and preventive measures.
The more complete and accurate your declaration, the more effectively ARSN will be able to intervene to protect the persons concerned.
Any failure to comply with the obligation to declare an incident is liable to criminal and administrative sanctions under Law No. 2020-048 and its implementing Decree.
