Autorité indépendante

A regulatory authority rooted in law

ARSN draws its authority directly from the law. An independent public institution created in 2016, it is vested with regulatory, inspection, sanctioning and licensing powers in all areas of peaceful use of nuclear energy and ionising radiation.

Its independence from the nuclear promoter is a fundamental requirement of nuclear safety, guaranteeing objective decisions based exclusively on technical and safety criteria.

From the first founding text to the current regulatory arsenal, ARSN has progressively built a complete normative framework.

2016

Création de l'ARSN

Promulgation de la Loi n° 2016-045 créant l'Autorité de Régulation et de Sûreté Nucléaires du Niger.

2017

Internal organisation

Decree setting out the organisation and functioning of ARSN. Setting up operational structures.

2018

Authorisation regime

Adoption of the decree on authorisations for radioactive sources. First cases processed.

2019

Gestion des déchets

Decree on radioactive waste management. Compliance of medical facilities.

2020

Loi activités nucléaires

Law No. 2020-048 strengthening the control regime for nuclear activities. New obligations for operators.

2022

Loi sécurité nucléaire

Law No. 2022-058 strengthening radiological security. Compliance with IAEA NSS 13 standards.
